The rotating drill is like a normal drill except it can be rotated to face whichever way you want.
Some of the uses for the rotating drill might be something like rotating one so it points upwards on a classic so you can go under someone and use the drill to damage them. You could also use a drill pointing upwards to hit people with flying wheels.
